Germany: rates stable, law amended

Toll Collect still lists the rates valid "since 1 July 2024" (no VAT note); there was no rate change for 2026. The Fourth Act amending toll legislation, in force since 1 December 2025, extends the zero-emission truck exemption to 30 June 2031 and introduces the "TollNow" smartphone booking app (from mid-January 2026, initially iOS, per BALM). According to VerkehrsRundschau, CO2 classes 2 and 3 are reclassified every six years. We found no officially published rate change for 2027. All rates: Germany truck toll 2026.

Austria: GO toll from 1 January 2026

Spain and Romania

Spain: On 1 January 2026 tolls on state-concession motorways rose by 3.64% to 4.68% (depending on the concession), according to the transport ministry, and by 2% on motorways managed by SEITT. The AP-7 Alicante bypass became toll-free. More: Spain truck tolls 2026.

Romania: Since 1 October 2026, goods vehicles over 3.5 t use the distance-based TollRo system instead of the rovinieta (legal basis includes Law 226/2023 and Law 103/2026). According to the news agency Agerpres, TollRo went live on 1 October 2026 and pilot-app data was not migrated. (Sources: an authorised CNAIR distributor and Agerpres, not CNAIR itself.) EU: On 4 March 2026 the Council agreed its position on amending the Eurovignette Directive (e.g. definitions of zero- and low-emission trucks, uniform timelines for CO2-based charges). Talks with the European Parliament are pending – nothing is decided yet.
