In short: Since 1 July 2026, N2 and N3 vehicles over 3.5 t technical maximum mass pay a distance-based truck charge (vrachtwagenheffing) on almost all Dutch motorways and some provincial and municipal roads; the Eurovignette no longer applies to the Netherlands. A 40 t Euro 6 truck (CO2 class 1) pays a standard €0.201/km, reduced by 22.3% from 1 September to 31 December 2026; from 1 January 2027 rates rise by 2.6% (Euro 6, over 32 t: €0.206/km).
Who pays and on which roads?
The charge applies to Dutch and foreign vehicles in categories N2 and N3 with a technical maximum mass above 3,500 kg, whether used commercially or privately. According to the RDW rate table, the weight class is based on the technical maximum mass of the vehicle combination.
Tolled roads are "almost all motorways" plus selected provincial and municipal roads. The operator publishes a road map and a list of charged roads as PDFs on vrachtwagenheffing.nl. We did not find an official total network length in kilometres.

The Eurovignette for the Netherlands ended permanently on 1 July 2026. At the same time Dutch motor vehicle tax was abolished for trucks under 12 t and significantly reduced for heavier ones.
2026 rates per kilometre
Rates depend on weight class, Euro emission standard and CO2 emission class. The table shows the standard amounts (price level 2026, RDW table dated 24 November 2025) for CO2 class 1, where most diesel trucks sit. The table itself does not show VAT.

Cleaner CO2 classes pay less. For the over-32 t class: CO2 class 2 €0.183, class 3 €0.165, class 4 €0.111 and class 5 (zero-emission) €0.038 per km. The operator puts the average rate at €0.191/km.
22.3% discount until year-end, and 2027 rates
Because of higher diesel prices, the Dutch government introduced a temporary cut: from 1 September to 31 December 2026 all rates are reduced by 22.3%, taking the average from €0.191 to €0.148/km. Note that the discount did not start with the toll itself – July and August 2026 were billed at full rates.
From 1 January 2027 rates are indexed to Dutch inflation, as every year – this time by +2.6%. RDW states that the most common diesel truck (Euro 6, over 32 t) will pay 20.6 cents/km, and an electric truck in the same class 4.0 cents/km.

How to pay: on-board unit required
Every chargeable truck needs its own working on-board unit (tolkastje) and a contract with an approved provider. A truck without a working OBU may not be driven on the road.
- NedLinq – the national provider; its OBU works only in the Netherlands. You pay a deposit for the device and no extra service fees, but you also get no extra services.
- EETS providers (one box for several countries): Toll4Europe, Telepass, Eurowag, AS24 | TotalEnergies, Axxès, Tolltickets – usually charging for additional services.
Worth knowing for dispatch: Toll Collect (Germany) and Satellic (Belgium) devices do not work in the Netherlands. If you already use an EETS box, ask your provider to confirm that both the device and the contract cover the Netherlands.
Enforcement and fines
Checks use fixed camera gantries and mobile equipment; the Human Environment and Transport Inspectorate (ILT) enforces together with RDW and CJIB. The vehicle owner is liable. Fines are halved until 31 December 2026:

Worked example: 40 t Euro 6 truck
Assumption: 40 t articulated truck, Euro 6, CO2 class 1, 200 km on charged Dutch roads.
- July/August 2026: 200 km × €0.201 = €40.20
- September–December 2026: 200 km × €0.201 × (1 − 0.223) = approx. €31.24
- From January 2027: 200 km × €0.206 = €41.20
