In short: In Belgium, vehicles over 3.5 t maximum authorised mass (including trailer) pay a distance-based kilometre charge levied by the three regions and coordinated by Viapass; an OBU is mandatory. Since 1 July 2026 a 40 t Euro 6 truck (CO2 class 1) pays €0.285/km in Flanders, €0.205/km plus VAT in Wallonia and €0.171/km (motorway) or €0.271/km (urban area) in Brussels. The new element is a CO2 surcharge in Flanders.

System and vehicles covered

The kilometre charge has been in place since 2016. It is regional: Flanders, Wallonia (via the public company SOFICO) and the Brussels-Capital Region each set their own rates, with Viapass as the joint coordinating body. The amount depends on gross vehicle weight (including trailer), Euro emission standard, region and road type – and, in Flanders since 1 July 2026, on the CO2 emission class.

For articulated vehicles the combined maximum authorised mass of tractor and semi-trailer counts. Exemptions include vehicles used exclusively by the army, civil protection, fire brigade, police and medical services, plus certain agricultural and forestry vehicles. There is no vignette for vans in Belgium; the country left the Eurovignette in 2016.

Which roads? According to the Viapass FAQ, all Belgian roads are formally toll roads, but most carry a zero rate. Paying sections are mainly motorways plus certain regional and municipal roads; the regional toll maps on viapass.be show exactly which. In Brussels the charge applies on all roads in the region, with separate rates for motorway and urban area.

Rates from 1 July 2026

What changed on 1 July 2026: Brussels indexed its rates; Wallonia raised them by 0.5 to 1.6 cents/km according to trade press (after an average +1.91% indexation on 1 January 2026); and Flanders introduced a CO2 surcharge. Trade press reports an increase of up to 40% for a 40 t Euro 6 combination in Flanders.

VAT: In Flanders and Brussels the kilometre charge is a tax and is not subject to VAT. In Wallonia it is a fee subject to VAT, and the published rates exclude VAT.

CO2 surcharge in Flanders

Flanders sorts vehicles into five CO2 emission classes (1 = least environmentally friendly, 5 = zero-emission only). Vehicles first registered before 1 July 2019 are automatically class 1; according to Viapass that applied to 93% of vehicles.

The CO2 class has to be stored as a new parameter in the OBU – this is done by your toll service provider, not by Viapass. Viapass offers a CO2 class calculator that uses the registration certificate, Customer Information File and Certificate of Conformity.

OBU and service providers

Every chargeable truck needs a switched-on OBU. The national provider is Satellic; accredited EETS providers are Axxès, Satellic, Telepass, Toll4Europe, TotalEnergies Marketing Services and W.A.G. Payment Solutions. The Dutch NedLinq OBU is not accredited in Belgium, even if it shows a green light. Viapass also notes that Axxès' blue OBUs have not been supported on the Belgian network since 1 January 2026.

Worked example: 40 t Euro 6 truck

Assumption: 40 t, Euro 6, CO2 class 1, a transit with 150 km on charged roads in Flanders and 100 km in Wallonia.

  • Flanders: 150 km × €0.285 = €42.75 (no VAT)
  • Wallonia: 100 km × €0.205 = €20.50 net plus VAT
  • Total: €63.25 plus VAT on the Walloon part

FAQ

Do vans need a vignette or toll in Belgium?

No. N1 vehicles up to 3.5 t are not subject to the kilometre charge (except N1 semi-trailer tractors with body code BC), and Belgium has no vignette.

What is the Flanders truck toll for 40 t in 2026?

Since 1 July 2026 a Euro 6 truck over 32 t in CO2 class 1 pays €0.285/km, with no VAT.

Does the Dutch NedLinq OBU work in Belgium?

No. Viapass states explicitly that NedLinq is not accredited in Belgium; you need Satellic or an EETS provider accredited for Belgium.

Is VAT charged on the Belgian truck toll?

Only in Wallonia, where the charge is a fee. In Flanders and Brussels it is a tax without VAT.
