In short: In 2026 Sweden is one of the last two Eurovignette countries, alongside Luxembourg. Trucks and vehicle combinations of 12 t or more pay a time-based road charge ("vägavgift") – a 40 t Euro VI articulated truck (CO2 class 1, 4+ axles) pays €13 per day, €45 per week or €1,274 per year. All vehicles, including vans and 7.5 t trucks, also pay congestion tax in Stockholm and Gothenburg and bridge charges in Motala and Sundsvall.

So a van up to 3.5 t and a solo 7.5 t truck need no vignette. If the 7.5 t truck tows a trailer and the combination reaches 12 t, the vignette is due.
Eurovignette: roads and 2026 rates
According to Skatteverket, foreign vehicles pay vägavgift on all motorways plus these European roads: E4 (Uppsala–Finnish border), E10 (Töre–Norwegian border), E12 (Holmsund–Norwegian border), E14 (Sundsvall–Norwegian border), E22 (Karlskrona–Norrköping) and E65 (Svedala–Ystad). The price depends on the number of axles, the CO2 class and – in CO2 class 1 – the Euro emission class.
Rates valid 1 January to 31 December 2026 (unchanged from the rates introduced on 25 March 2025), in euros:

A day vignette is valid for one calendar day (00:00–24:00), at the earliest from the time of booking; the maximum period is one year. The Eurovignette tariff page does not show VAT.
Payment and refunds
- Online via the Eurovignette portal (operated by AGES) with fuel, fleet or credit card; credit cards are limited to 4 vignettes within 3 days and €50 per booking.
- At numerous points of sale (list at AGES).
- Vignettes cannot be cancelled online or at the point of sale. Since 1 January 2026 refunds are handled by the Swedish Tax Agency, which deducts a €25 fee; the portal currently quotes about six weeks' processing.

Congestion tax in Stockholm and Gothenburg
Congestion tax applies on weekdays from 06:00 to 18:29. According to the European Consumer Centre Germany it also applies to vehicles registered abroad; invoices are sent by EPASS24 on behalf of the Swedish Transport Agency. There is no separate truck rate.

Stockholm's peak season runs from 1 March to the day before Midsummer Eve and from 15 August to 30 November. On Essingeleden the top rate is SEK 40. In Gothenburg, several passages within 60 minutes are taxed once, at the highest amount. Gothenburg does not charge in July, Stockholm only on the first five weekdays of July; public holidays are free.

Charges apply 24 hours a day, per crossing; EPASS24 invoices foreign vehicles. Skurubron near Stockholm costs a flat SEK 4.
Fines and the 2027 outlook
- No vignette: the road charge act provides for fines ("penningböter") for the owner, and for the driver if aware. The official pages checked give no amounts.
- Congestion tax: SEK 500 surcharge if paid after the due date.
- Bridges: SEK 300 late fee, then a further SEK 500 if still unpaid.
- 2027: for vehicles registered in Sweden, an amendment (Lag 2024:293) lowers the threshold to over 3,500 kg from 26 March 2027. Whether and how this extends to foreign vehicles was not confirmed at the time of writing.
